Partnerships can help address complex healthcare challenges and improve outcomes across the health system.
The Commission on Excellence and Innovation in Health (CEIH) has developed a Partnership Approach (PDF 896KB) and supporting tools to help organisations build, strengthen and sustain collaborative partnerships.
The guide includes:
- a staged partnership process for developing partnerships
- key attributes of effective collaboration
- practical tools to help organisations apply the approach in their own settings.

Stages in the partnership process
Strong partnerships require a structured approach to collaboration.
The Partnership Process (PDF 656KB) identifies four stages that support organisations to build, strengthen and sustain partnerships:
- scope and discover
- plan and activate
- foster, facilitate and reflect
- review and evolve.
The process supports reflection, learning and continuous improvement throughout the partnership journey.
Attributes for quality partnerships
Successful partnerships are built on a foundation of shared values and behaviours.
The Partnership Approach identifies seven attributes that support effective collaboration across the partnership process:
- transparency and mutual respect
- good governance
- mandate and leadership
- mutual vision and leadership
- mutual vision and purpose
- co-benefits and collaborative advantage
- shared resources and support
- consideration of context.
